His Lordship feels that the inevitable result

of this provision is to give to all the Members of the League a right to scrutinise more closely the policy of His Majesty's Government in regard to the opium question in general.

6. For the above reasons His Lordship would invite the Secretary of State for the Colonies to consider the possibility of impressing on the Governments of Hongkong and the Straits Settlements the increasing desirability of initiating measures for the discontinuance of the Opium Monopolies in the respective

territories at the earliest possible date.
